Director General Richard Lin joined the Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) in 1993, and served as Deputy Director General of TECO in Los Angeles (2020.10 - 2022.10), Director of Political Division of Taipei Representative Office in Hungary (2018.7 - 2020.10) , Division Director of Visa Division, Bureau of Consular Affairs, Ministry of Foreign Affairs (2015.1 - 2018.7), Deputy Director General of TECO in Seattle (2013.7~2015.1), Director (First Secretary) of TECO in Seattle (2008.7 - 2013.7), Second Secretary of Embassy of the Republic of China to Solomon Islands (2001.7 - 2003.7), Third Secretary of Taipei Economic and Cultural Representative Office in Singapore (1997.7 - 2001.7).

He was named Foreign Service Officer of the Year in 2008. He has been appointed as Director General of TECO in Honolulu since October 2022.

Director General Lin studied in the Institute of American Studies, Tamkang University, Taiwan (1991-1993) and holds a Bachelor degree in Foreign Literature and Languages, National Chung Hsing University, Taiwan (1985-1988).
