Mr. Paupe retired from the U.S. Senior Foreign Service in 1988 with the rank of Minister-Counselor. His last post was Minister-Counselor of Embassy and Director of the U.S. Agency for International Development's Regional Office in Suva, Fiji. During his Foreign Service career, he served in Vietnam, Korea, the Philippines, Laos and Pakistan and as Agency Director for Health and Population in Washington, D.C.
